Policy Memo | Groundwater Contamination
This policy memo was written for Representative Todd Novak, the co-chair of the Wisconsin Speaker’s Water Quality Task Force. After passing several bipartisan bills to solve water quality issues in Wisconsin, the task force was looking for where to next direct attention.
This memo assess the problem and the health risk that water contamination poses. The issue is centered around well water in southern Wisconsin. I proposed two policy options:
Expand the Well Replacement Grant
Create regulations and funding for private septic systems
My final recommendation was the second option, creating regulations and funding for private septic systems. This option was more efficient and effective.
